Is this a scam?

Despite what you may have read on Reddit or what your Uncle Bob told you, in most jurisdictions private property owners have the right to set contract terms for the use of their property. Breach of these terms can result in a civilly enforceable invoice.

Can my car be impounded?

Private property owners can tow or immobilize your vehicle if it is parked in breach of their contract terms, subject to state and local laws. However most prefer to employ invoices for first time offenders as a cheaper and less intrusive manner of driving compliance. Multiple time offenders are more likely to be impounded.

Can I be arrested if I don't pay an invoice?

Absolutely NOT! This is a purely civil matter and not criminal.

Can my vehicle registration be held if I don't pay an invoice?

No. Vehicle registration holds are a government function and cannot be employed by compliance providers on private property.

Can an unpaid invoice be reported to the credit bureau?

Just like any other debt, parking invoices can be reported on your credit report.

The parking company rejected my dispute. Can I appeal?

Yes. All ParkCert.Org members have arrangements with independent third-party adjudication providers that provide no or low cost appeal services that are binding upon both you and the parking company. Information on how to appeal can be found on the communication rejecting your dispute.

What agency regulates parking invoicing on private land?

Several cities and states have laws that regulate the means and methods by which parking compliance can be enforced on private property. Other jurisdictions operate under the terms of contract law. In addition to pledging to adhere to the ParkCert.Org code of conduct, all members fully comply with state and local laws where they operate.
